Established in 1997, the Training School for Federal Judges of the Second Region – EMARF is headquartered in the City of Rio de Janeiro and maintains a regional office in the City of Vitória, Espírito Santo.
EMARF’s core mandate is to deliver continuing judicial education for members of the bench, comprising initial training, life tenure acquisition, and programs for promotion to higher judicial office. The School further undertakes initiatives involving academic exchange, applied research, and institutional projects directed at enhancing the delivery of justice within the jurisdiction of the Federal Justice for the 2nd Region, which comprises the States of Rio de Janeiro and Espírito Santo. EMARF’s Strategic Pedagogical Plan establishes the strategic and educational guidelines governing the School’s activities. The aforementioned Pedagogical Plan conforms to the principles set forth by ENFAM – Escola Nacional de Formação e Aperfeiçoamento de Magistrados, the Brazilian National Training School for Judges, which holds statutory authority to accredit, regulate, authorize, and oversee courses relating to admission, initial training, life tenure acquisition and promotion of federal judges.
EMARF maintains a set of Thematic Committees responsible for delivering initial, continuing, and vitalization subprograms in areas including, inter alia, Civil Law, Criminal Law, and Tax Law. Courses proposed by the Thematic Committees shall adhere to the accreditation guidelines issued by the National Training School, which reflect a paradigm shift from the traditional lecture-and-question format to adult-learning methodologies designed to foster engagement through active discussion, case-method analysis, and interactive technologies.
